An "independent decorating products retailer" is a business of any form which (1) is engaged principally in the sale at retail of decorating products; (2) markets those products principally to its local market; and (3) is directed by authoritative decision maker(s) who are independent from any other "independent decorating products retailer" and/or any other retailer of decorating products.
