Fourth U.S. State to Adopt Law Projected to Save Local Governments Millions

PROVIDENCE, RI – Rhode Island Governor Lincoln Chafee has signed into law the nation’s fourth program requiring paint manufacturers to safely manage leftover latex and oil-based paint from households and painting contractors. The legislation was supported by the paint industry and resulted from a multi-stakeholder negotiation facilitated by the Product Stewardship Institute (PSI).

The bill, introduced by Senate Majority Leader Dominick Ruggerio and Representative Donna Walsh, will slash tax dollars spent on paint disposal, increase recycling jobs, and reduce waste. Similar laws have also passed in Oregon, California, and Connecticut in 2009, 2010 and 2011 respectively. (more…)

Connecticut Becomes Third State to Adopt Paint Stewardship Law

Connecticut Governor Dannell Malloy this week signed into law the nation’s third program requiring paint manufacturers to safely manage leftover latex and oil-based paint from households and painting contractors.

The law will increase opportunities for residents and contractors to recycle architectural paint, while significantly decreasing costs for local agencies. The legislation was supported by the paint industry, and is the third law resulting from a multi-stakeholder negotiation facilitated by the Product Stewardship Institute (PSI). The first two laws passed in Oregon and California in 2009 and 2010, respectively.

More than 609 million gallons of architectural paint are sold in the United States each year, 10 percent of which is estimated to remain unused. Underfunded municipal collection programs result in insufficient reuse, recycling, and improper disposal of leftover paint. (more…)

An “Earth Day” Look at Green Paints & Coatings

In honor of Earth Day, we wanted to give you a quick rundown of eco-friendly paints and coatings, as originally reported in the March “green” issue of Paint & Decorating Retailer magazine.

“Greener” Paint Formulations

Over the past two decades, the green efforts of the paint industry have been focused on creating formulations with lower Volatile Organic Compounds—or VOCs for short. In an increasing number of cases, the content of paint has reached zero VOCs while the performance has stayed high or even surpassed those of the higher-VOC counterparts.

While the impetus for lower-VOC formulations has been governmental regulations, the paint industry has proven up to the challenge of providing products that perform well and meet consumer demand for low-odor, easy application and easy cleanup. (more…)

More Paint Management Laws Expected in 2010

The post-consumer paint management law that recently went into effect in Oregon has become a model for legislation that could be enacted in the coming months. The legislation, signed by Oregon Gov. Ted Kulongoski in July, requires paint manufacturers to safely manage leftover paint from consumer and contractor painting projects.

The Oregon law is the first of its kind in the United States. Other states are likely to adopt a similar law to management leftover paint in the first part of 2010, with California, Vermont and Connecticut being the most likely to do so. (more…)
